Description du poste

ASN is the world leader for the delivery of turnkey submarine networks. ASN provides a full set of services and product manufacturing, working closely with an ecosystem of suppliers for about M€ of yearly spend.

In close collaboration Project Management, Industrial and Marine Organisations, the ASN Purchasing organization is in charge of all rd party sourcing strategy.

The candidate will purchase marine services related to Permit in Principal for telecom cable installation and marine Survey services all over the world, with rd parties suppliers duly selected for ASN Projects in relation with Project manager, legal, insurance, HSE, taxes & compliance departments, and technical competence center.

1. Main scope/ categories: marine Permits (governmental permits) and terrestrial telecom cable Station
2. Develop yearly sourcing strategy aligned with forecasted activities to secure project deliveries in due time in allocated budget and ensure Purchasing KPIs are reached, such as: SavingPayment Terms optimizationSupplier availabilities aligned with forecast to secure on time services deliveriesQuality HSE
3. To ensure these targets are reached, proper processes will need to be driven; Legal contract management-T&C’s (writing, negotiation, approval, records, claim support, template evolution) Ensure proper make or buy strategy is in placeSupport tactical procurement sourcing strategies with RFI, RFQ, supplier portfolio optimizationScreening of the ecosystem of suppliers to ensure competitive biddingptimal usage of negotiation toolsEnsure “Preferred” suppliers’ approval & utilizationEnsure PR/PO are validated prior to any work startsEnsure Supplier Risk Assessment (SRA), Supplier Business Review (SBR), Score Card are being performed and usedEnsure HSE Suppliers qualification and compliance with local legal rulesEnsure proper Supplier training is being performed if requiredManage supplier mitigation

Profil recherché

4. Capability to support cross projects between different teams
5. Change management capability.
6. Very good oral and written communication
7. Good Knowledge on Microsoft Office including Excel, and SAP
8. Ability to Multitask on multiple projects.
9. Screening of the ecosystem of suppliers to ensure competitive bidding.
10. ptimal usage of negotiation tools
11. Ensure “Preferred” suppliers’ approval & utilization.
12. Ensure PR/PO are validated prior to any work starts.
13. Ensure Supplier Risk Assessment (SRA), Supplier Business Review (SBR), Score Card are being performed and used.
14. Ensure HSE Suppliers qualification and compliance with local legal rules
15. Ensure proper Supplier training is being performed if required.
16. Manage supplier mitigation.
17. Language – French and English fluent
18. Supply contract Legal knowledge.
19. Travel
