CONTRAT NATIONAL - CHARGE.E DE PROJETS ENERGIE - F/H

Quel sera votre rôle ?

Les responsabilités principales seront (entre autres) :
Suivi et surveillance des prêts souverains de l’AFD dans le portefeuille énergie :
Préparer les accords de financement et suivre leur mise en œuvre ;
Examiner les études/rapports d’avancement et les processus de passation de marchés ;
Assister les partenaires pendant la mise en œuvre du projet et communiquer avec les co-financeurs et prestataires de services, si nécessaire, pour garantir la conformité avec les politiques et procédures de l'AFD ;
Suivre les décaissements et les remboursements ;
Organiser des missions de supervision régulières.
Développement du portefeuille :
Développer un solide portefeuille de projets futurs répondant aux critères de financement de l'AFD par des échanges réguliers avec les partenaires, co-financeurs et autres acteurs ;
Rédiger des Notes d'Identification sur les projets potentiels et participer aux comités d’identification ;
Contribuer aux évaluations des projets : analyse des besoins, revue des études, négociation de la mise en place et du contenu du projet, préparation de la documentation nécessaire pour les comités de l'AFD, etc. ;
Organiser des missions d’identification, d’évaluation, de négociation et de supervision.
Dialogue sectoriel et communication :
Suivre l’évolution du secteur de l’énergie en Tanzanie et préparer des notes d’analyse sectorielle ;
Préparer des documents de projet et du contenu de communication à destination des audiences internes et externes ;
Participer aux réunions des partenaires et parties prenantes liées au secteur ;
Assurer un dialogue fluide et étroit avec tous les partenaires publics et privés impliqués dans les secteurs suivis (Ministère, services publics, entreprises privées/consultants, ONG...) ;
Représenter l'AFD dans les forums relatifs au portefeuille.
Le Chargé de Projet se verra également attribuer le rôle de point focal pour les questions climatiques (veille documentaire, partage d'informations, organisation d'événements internes de sensibilisation, etc.).
Cette liste n’est pas exhaustive, et la personne titulaire du poste pourra être amenée à réaliser d'autres tâches raisonnablement nécessaires pour s’adapter aux besoins évolutifs de l'activité.
Le contrat proposé est un contrat local à durée déterminée de 3 ans, renouvelable.
La date de début est prévue pour avril 2025

JOB PURPOSE

The Project Officer in charge of energy will support the Deputy Director and the Senior Infrastructure Officer to develop and manage the AFD portfolio with all the public stakeholders (Ministry of Energy, Tanesco and REA) benefiting from the AFD sovereign loans to the Government of Tanzania, and other donor partners.

He/She will work under the general supervision of AFD Country Director. The Project Officer will also be in close relationship with the Task Team Leader based in Paris.

He/She will be in charge of following the AFD’s activities in the sector, both for the on-going projects, such as the Tanzania-Zambia interconnection, the Kishapu Solar Power Plant, the Kakono Hydropower Dam Project or the Rural Electrification Program and for the upcoming financings (such as in Interconnection with Ouganda or access and clean cooking).

The position is located at AFD Dar Es Salaam Agency with missions regularly required within the country (to Dodoma and places where the projects are located) and exceptionally outside the country.

KEY RESPONSABILITIES

The key responsibilities will be (inter-alia):

1. Follow-up and monitoring of AFD sovereign loans within the energy portfolio :

- Prepare financing agreements and monitor their implementation;

- Review of any study/progress reports and of procurement processes ;

- Assist the counterparts during the implementation of the project and liaise with cofinanciers and service providers as required to ensure compliance with AFD policies and procedures;

- Follow up disbursements and reimbursements;

- Organise regular supervision missions.

2. Development of portfolio:

- Develop a strong pipeline of future projects that meet AFD's financing criteria through regular exchange with counterparts, cofinanciers and other partners;

- Write Identification Note on potential projects and participate in identification committee;

- Contribute to project appraisals: needs analysis, review of studies, negotiation of project set up and content, preparation of required documentation for AFD’s committees, etc.

- Organise identification, appraisal, negotiation and supervision missions.

3. Sector dialogue and communication:

- Monitor the evolution of the energy sector in Tanzania and prepare sectoral analysis notes;

- Prepare project-related documents and communication content for internal and external audiences ;

- Participate in developments partner and stakeholder meetings related to the sector;

- Ensure a smooth and close dialogue with all public and private counterparts involved in the sectors followed (Ministry, utilities, private companies/consultants, NGOs…);

- Representing AFD in fora relating to the portfolio.

The Project Officer will also be assigned the role of focal point for climate topic (documentary monitoring, information sharing, organization of internal awareness events, etc.).

This list is not exhaustive, and the post holder may be required to perform other duties as reasonably necessary to adapt to the evolving needs of the activity.

The proposed contract is a renewable 3-year term contract.

Starting date is expected in April 2025.

Qui recherchons nous ?

Vous êtes titulaire d’un Master en ingénierie, finance ou économie. Des compétences en administration des affaires ou en gestion des finances publiques seraient un atout supplémentaire.
Vous justifiez d’au moins 5 ans d’expérience pertinente dans des postes similaires au sein d’une organisation de renom. Une expérience solide en gestion de projets pour des infrastructures énergétiques, notamment sur les aspects techniques, contractuels et financiers, est requise. Une expérience préalable au sein d'un bailleur international représenté en Tanzanie (Banque Mondiale, Union Européenne, BAD...) serait particulièrement appréciée.
Vous avez une bonne connaissance du cadre institutionnel du gouvernement tanzanien et de son fonctionnement. Vous possédez au moins une compréhension de base des enjeux stratégiques (techniques, sociaux, financiers, environnementaux) dans le secteur de l’énergie.
Une excellente maîtrise de la communication et de la rédaction en anglais est exigée. En particulier, vous êtes capable de rédiger des rapports clairs et concis ou des notes analytiques. La connaissance du français serait grandement appréciée. La maîtrise avancée des outils Microsoft Office, y compris Word, Excel et PowerPoint, est indispensable.
Vous possédez d'excellentes compétences interpersonnelles, une grande diplomatie, des capacités de négociation, ainsi qu'une forte appétence pour le travail en équipe. Dans vos précédents postes, vous avez démontré un grand sens de l’autonomie et une capacité à proposer de nouvelles idées.

PERSON SPECIFICATION

You have a Master degree in engineering, finance or economics. Competences in business administration or public finance management would be an added value.

You have at least 5 years of relevant experience in similar positions in a reputable organization. In particular, sound experience in project management for energy facilities regarding technical, contractual and financial aspects is required. Previous experience within an international donor represented in Tanzania (World Bank, EU, AfDB ... ) would be specifically appreciated.

You have a good knowledge of Tanzanian government institutional set up and functioning. You have at least a basic understanding of strategic issues (technical, social, financial, environmental) in the energy sector.

Excellent communication and writing skills in English are required. In particular, you are able to draft clear and concise reports or analytical notes. Knowledge of French would be very much appreciated. Advanced Microsoft Office skills including Word, Excel and PowerPoint are a prerequisite.

You have excellent interpersonal skills, diplomacy and negotiation capacities as well as a strong appetite for teamwork. In your previous positions, you have shown a great sense of autonomy and an ability to bring new ideas.
